Add a todo task.

All parameters are optional.

• Project Name : assign the task to a specific project. The project name correspond to the name of the main project page without the namespace prefix (Project: is assumed).
• Who : assign the task to a specific username (login name). Note the following:
  • username must have an existing user page to be recognized.
  • Real name does not work.
• priority : 1=normal (blue), 2=medium (yellow), 3=high (red)

When using both, project must appear before user, or the task may not appear in listings.
