Add a todo task.

All parameters are optional.

• Project Name : assign the task to a specific project. The project name correspond to the name of the main project page without the namespace prefix 'Project:'. If a project page does not exist, the task is set to 'Nonexistent Project'. If Project Name is omitted, the task is set to 'Unassigned Project'.
• Who : username assigned to the task. If omitted, the task is set to 'Unassigned User'. Note the following limitations:
  • The user must have an existing user page.
  • Real name does not work.
• Task Priority : a number between 0 (low priority) to 10 (high priority).
